A meeting of the Committee of the Whole of Council was held virtually in the Committee room on October 25, 2021 from 1730 hrs to 2009 hrs. |

Disclosure of pecuniary interest and the general nature thereof. |
Councilor Brunetta disclosed an item in 7.1 below as this was her expenses for attendance at the NOMA Strategic Planning and Board Meetings in Thunder Bay on October 6th and 7th, 2021.

Councilor Douglas Judson provided disclosure of pecuniary interest in item 3.1. This item consists of a complaint under the Code of Conduct which was made against me on December 17, 2020. The Municipal Conflict of Interest Act requires that I declare an interest and not vote on this item; however section 5 (2.1) specifically allows me to take part in the discussion of this matter, to make submissions to council, and to influence voting on any question in respect of the matter, whether before, after, or during the meeting.

General: |
Integrity Commissioner Inquiry - Recommendation Report dated September 13, 2021 - Code of Conduct Complaint against Councilor Doug Judson. Mr. Darrell Matson - Delegated Integrity Commission for the Town of Fort Frances to provide an overview of the Report.
Chairperson John McTaggart provided an overview of the process that was taken with the Integrity Commissioner report.
1735 hrs - Councilor Judson called for a point of order with respect to protocols during the IC process. Point of order was not well taken by the Chair.
1740 hrs - Councilor Judson called for a point of order with respect to a conflict with Mayor Caul. Point of order was not well taken by the Chair.

Delegations/Deputations: |
Community Safety and Well Being Plan presented by RRDSSAB. Council approval of the email received dated from Dan McCormick dated September 20, 2021 re: Community Safety and Well Being Plan will support the Community Safety and Well-Being Plan as presented for the Rainy River District and furthermore that the Town of Fort Frances commits to continuing to work with the other nine district municipalities towards implementation of actionable items as identified within the Plan in order to further improve Community Safety and Well-Being across the Rainy River District.
Dan McCormick, Chief Administrative Officer, Rainy River District Social Services Board provided an overview of the Community Safety and Well Being Plan indicting that although more work to be done, it is a starting point for municipalities. Overall intent is form a consortium, however Council is ultimately responsible involving steps moving forward.

Hallikas - Wiedenhoeft THAT the email received from Dan McCormick dated September 20, 2021 re: Community Safety and Well Being Plan be received, further be it resolved that the Town of Fort Frances supports the Community Safety and Well-Being Plan for the Rainy River District as presented and furthermore that the Town of Fort Frances commits to continuing to work with the other nine district municipalities towards implementation of actionable items as identified within the Plan in order to further improve Community Safety and Well-Being across the Rainy River District. Council Reports on Board & Committee Activity: |
Mayor June Caul - Verbal Update - A verbal update was provided respecting the lifting of Covid 19 restrictions for some businesses. Mayor Caul thanked Chief Windego/agency one for the invitation to the Annual Fall Harvest and wished the children of Fort Frances a safe and a happy Halloween with a reminder to check their candy before eating it. Councillor Douglas Judson - Verbal Update - No update provided. Councillor John McTaggart - Verbal Update - No update provided. Councillor Rick Wiedenhoeft - Verbal Update - A verbal update was provided respecting the opening of Sister Kennedy Center. Please check with Cindy Noble for events and times. Update identified expansion of centre. Doctor recruitment update. Recruitment/retention committee developed. Townshend Theatre working at 100% capacity with performances scheduled. BIA short 3 Board members. Kiwanis Club has expressed an interest in organizing the Christmas parade.

Consent Agenda: |
User Fee Bylaw Addition October 2021 for 6.13.7 - Council approval of this report will agree to the recommendation of the Community Services Executive Committee to cover proof of vaccination screening costs at the Townshend Theatre for the 2021/2022 season with Covid funds. If Covid funds are not available then theatre reserves will be used.

Museum My Story, My Tattoo exhibit agreement Council approval of this report will agree to the recommendation of the Community Services Executive Committee to have a by-law prepared to authorize Mayor and Clerk to execute the agreement on behalf of the corporation for the My Story, My Tattoo - Travelling Exhibit Agreement.

2022 Budget Timetable - Council approval of this report will agree with the recommendation of the Administration & Finance Executive Committee to follow the Budget Timetable as presented, with meeting times at 5:30 p.m.

Consumer Price Index (CPI) Increase for 2022 User Fees - Council approval of this report will agree with the recommendation of the Administration & Finance Executive Committee to use the Ontario CPI of 4.0% for the increase to User Fees for 2022.

Update of the Winter Control Policy - approval of this report will agree with the recommendation of the Operations and Facilities Executive Committee that the Winter Control Policy be approved as amended.

Enter into an agreement with Honeywell Process Solutions - approval of this report will agree with the recommendation of the Operations and Facilities Executive Committee to enter into a Master Field Sense Agreement with Honeywell Process Solutions and further that a by-law be passed to authorize the Mayor and Clerk to execute the agreement on behalf of the organization

2021 Review of the Winter Control Parking Ban - Council approval of this report will agree with the recommendation of the Operations and Facilities Executive Committee that the review of the parking ban be delayed by a year and be revisited prior to the 2022/23 winter control season.

Councillor Wendy Brunetta - NOMA Per Diem - Council approval of this report will agree to the Administration & Finance Executive Committee recommendation to approve Schedule 'F" Travel Statement - Mayor/Council Honorarium per diems in the amount of $320.00 as submitted by Councillor Wendy Brunetta for her attendance at the NOMA Executive Board Meeting held in Thunder Bay on October 6-7, 2021
