The meeting of Council of the Town of Fort Frances was held virtually in the Council Chambers , Civic Centre on October 25, 2021 from  2010 hrs to 2124 hrs.

 

PRESENT:

Disclosure of pecuniary interest and the general nature thereof.

Councilor Brunetta disclosed an item in 7.1 below as this was her expenses for attendance at the NOMA Strategic Planning and Board Meetings in Thunder Bay on October 6th and 7th, 2021.

 

Councilor Douglas Judson provided disclosure of pecuniary interest in Committee of the Whole agenda item 3.1.  "This item consists of a complaint under the Code of Conduct which was made against me on December 17, 2020.  The Municipal Conflict of Interest Act requires that I declare an interest and not vote on this item; however section 5 (2.1) specifically allows me to take part in the discussion of this matter, to make submissions to council, and to influence voting on any question in respect of the matter, whether before, after, or during the meeting."

Hallikas-Wiedenhoeft: THAT the email received from Dan McCormick dated September 20, 2021 re:  Community Safety and Well Being Plan be received, further be it resolved that the Town of Fort Frances supports the Community Safety and Well-Being Plan for the Rainy River District as presented and furthermore that the Town of Fort Frances commits to continuing to work with the other nine district municipalities towards implementation of actionable items as identified within the Plan in order to further improve Community Safety and Well-Being across the Rainy River District.

Brunetta - Hallikas THAT the report dated October 18, 2021 from Aaron Bisson, Manager of Recreation and Culture re: User Fee by-law addition be approved to agree with the recommendation of the Community Services Executive Committee to cover proof of vaccination screening costs at the Townshend Theatre for the 2021/2022 season with Covid funds.  If Covid funds are not available, then theatre reserves will be used.  Administration will continue to monitor the feasibility of volunteers or user groups to provide the service.

Behan - Wiedenhoeft THAT the report dated October 20, 2021 from Dawn Galusha, Treasurer re:  CPI Price Index will be approved to agree with the recommendation of the Administration & Finance Executive Committee to use the Ontario CPI of 4% for the increase to User Fees for 2022.

Behan-Wiedenhoeft: THAT the report dated October 20, 2021 from Dawn Galusha, Treasurer re:  NOMA per diem be approved to agree with the recommendation of the Administration and Finance Executive Committee to approve Schedule "F" Travel Statement - Mayor/Council Honorarium per diems in the amount of $320.00 as submitted by Councilor Wendy Brunetta for her attendance at the NOMA Executive Board Meeting held in Thunder Bay on October 6-7, 2021.

By-law 55/21 being a by-law to approve an agreement with Tom Jones Corporation awarded through the tender process (21-OF-15).

Brunetta - Wiedenhoeft: THAT the following by-laws be introduced and read a first, second and third time, be finally passed, signed by the Mayor and Clerk, sealed with the Corporate Seal and become law forthwith:

By-law 56/21 being a by-law to approve an agreement with Thunder Bay Truck Centre for the Supply & Delivery of one new Plow/U-Body Sand Truck tendered through a public tender process (21-OF-14)

 

 

6.3

By-law 57/21 being a by-law to approve a transfer payment agreement with Her Majesty the Queen in Right of Ontario as represented by the Minister of infrastructure for Investing In Canada Infrastructure Fund COVID Stream.

 

 

6.4

By-law 58/21 being a by-law to approve an agreement with Holder Tractors Incorporated for the purchase of one new Municipal Parks Tractor with attachment awarded through a public tender process.

 

 

6.5

By-law 59/21 being a by-law to appoint Gabrielle Lecuyer as Municipal Clerk for the Town of Fort Frances.
