The meeting of Council of the Town of Fort Frances was held in the Committee Room on August 31, 2015 from 5:54 p.m. to 6:07 p.m.

PRESENT:

Mayor R. Avis, Chairperson; Councillors J. Albanese, D. Kitowski, K. Perry, W. Brunetta and J. Caul.

ALSO PRESENT:

M. McCaig, CAO, E. Slomke, Clerk, D. Brown, Manager of Operations & Facilities..

COUNCIL

Call to Order at 5:54 p.m.

Disclosure of pecuniary interest and the general nature thereof.

-Councillor Perry disclosed an interest in Item 4.3 from tonight's Committee of the Whole agenda as the travel expense and per diem claim is his.

-Mayor Avis disclosed an interest in Item 4.4 from tonight's Committee of the Whole agenda as the travel expense and per diem claim is his.

Resolutions from tonight's Committee meeting

2.1

Council considered the following resolutions:

-Councillor Perry disclosed an interest in resolution 264 below as the travel expense and per diem claim is his.  He did not speak to the resolution, nor vote on it.

-Mayor Avis disclosed an interest in resolution 265 below as the travel expense and per diem claim is his.  He did not speak to the resolution, nor vote on it.  Deputy Mayor Caul chaired the meeting during the consideration of resolution 265.

Brunetta - Perry: THAT the report dated August 26, 2015 from L. Witherspoon, Treasurer re: Mark McCaig, CAO – AMO Conference travel expense claim in the amount of $731.40 for attendance at the AMO Conference in Niagara Falls, ON August 16-19, 2015 be approved.

Perry - Albanese: THAT the report dated August 26, 2015 from L. Witherspoon, Treasurer re: Councillor Ryan – AMO Conference travel expense claim in the amount of $2268.84 for attendance at the AMO Conference in Niagara Falls, ON August 16-19, 2015 be approved.

Albanese - Brunetta: THAT the report dated August 26, 2015 from L. Witherspoon, Treasurer re: Councillor Perry – AMO Conference travel expense claim in the amount of $2234.92 for attendance at the AMO Conference in Niagara Falls, ON August 16-19, 2015 be approved.

Brunetta - Perry: THAT the report dated August 26, 2015 from L. Witherspoon, Treasurer re: Mayor Avis – AMO Conference travel expense claim in the amount of $2011.71 for attendance at the AMO Conference in Niagara Falls, ON August 16-19, 2015 be approved.

Kitowski - Caul: THAT the report dated August 27, 2015 from T. Rob, CBO, Facilities/Special Projects Coordinator re: Town of Fort Frances Phone System Issues and Replacement which recommends approval of an unbudgeted expense of $250,000.00 as outlined in the report be received, and further that an RFP be issued.

Brunetta - Perry: THAT the Strategic Plan, “Incredible Community – Boundless Opportunity” dated June 2015 for the Town of Fort Frances be hereby adopted.

Brunetta - Perry: THAT the report dated August 27, 2015 from E. Slomke, Town Clerk re: Traffic Control be approved and further than an authorizing by-law be considered at tonight’s Special Council meeting.

By-Laws

3.1

By-law 37/15A, to provide for Traffic Controls along a temporary detour route during reconstruction of King's Highway, between York Avenue and Wright Avenue.

Brunetta - Perry: THAT By-Law No. 37/15A, being a by-law to provide for traffic controls along a temporary detour route during reconstruction of the King’s Highway, between York Avenue and Wright Avenue, be introduced and read a first, second and third time, be finally passed, signed by the Mayor and Clerk, sealed with the Corporate Seal and become law forthwith.
